<p>&#8220;Entrepreneurship is a viable career alternative for dislocated workers,&#8221; said Sandy Harmsen, Executive Director of the San Bernardino County Workforce Investment Board. &#8220;According to the Bureau of Labor Statistics, small businesses produced the largest amount of employment in 2010, generating 72.1 percent of net new positions.&#8221;</p>
<p>The Workforce Investment Board is partnering with Empact (<a href="http://www.iempact.com" class="autohyperlink" title="http://www.iempact.com" target="_blank">www.iempact.com</a>) to provide the training necessary to start a business with little start-up capital. Attendees will learn how to develop their business inexpensively while creating enough profit to earn a living wage. </p>
<p>The training requires a one-year commitment. Each participant will receive a full-day of training followed by weekly trainings for the first month, and monthly virtual trainings for the remainder of the year. Each participant will be assigned a mentor to support them throughout the program.</p>

<p>The Office of Jefferson County Judge was awarded $45,000 from the Facilities for Underdeveloped Neighborhoods (FUN Park) Grant Program administered by the Arkansas Department of Parks &amp; Tourism and the Outdoor Recreation Grants Program. Designated to assist rural areas in developing basic neighborhood outdoor recreation facilities, the funding is made available by two sources, the Land &amp; Water Conservation Fund (LWCF) and the Arkansas Natural and Cultural Resources Grant &amp; Trust Fund (NCRGTF). The ribbon cutting signifies the beginning of the construction of an accessible pavilion, basketball court, and playground. The ceremony will start the event at 10 a.m. </p>
<p>Judge Holcomb&#8217;s Office was also awarded a $292,000 grant from FEMA and the Department of Homeland Security&#8217;s Fire Prevention &amp; Safety Grant Program. Judge Holcomb partnered with the volunteer fire departments of the JCMAA and OEM to increase public awareness of fire safety through a smoke alarm campaign. The project consists of door-to-door distribution of smoke alarms as well as home safety inspections conducted by the volunteer fire fighters. $25,000 has gone directly to the departments to compensate their volunteers for their time and mileage expenses.</p>
<p>Fire Extinguisher Sales &amp; Services will have &#8220;live fire&#8221; fire extinguisher safety demonstrations. Smoke alarms and carbon monoxide detectors will be given to attendees (as long as supplies last).</p>

<p>&#8220;Almost 3 in 4 people over 65 will need long-term care at some point, according to the U.S. Department of Health and Human Services,&#8221; he says. &#8220;But most don&#8217;t have a plan to pay for this care, meaning their close relatives could be hit hard in the pocketbook. <p>So far the candidates have been mute on the <a href="http://www.ltcfp.com/2012poll/">long-term care insurance</a> (LTCI) issue, and it&#8217;s high time for them to speak out, according to Roeser. So, to gain attention, his organization launched a straw poll on March 26, 2012. It asked just one question: </p>
<p>* Which candidate (President Barack Obama or the Republican choice) is more likely to promote new federal incentives to help Americans afford private long-term care insurance? </p>
<p>About a third, 33 percent, picked President Obama, while two-thirds, 67 percent, picked the Republican candidate, whoever it might be. &#8220;If this reflects the feelings of the broad population,&#8221; says Roeser, &#8220;it could be a wake-up call for President Obama and his people. And it could be something the Republicans can make hay with.&#8221;</p>
<p>President Obama might have been seen as the champion of long-term care insurance, since his Affordable Care Act included a public option for LTCI, the CLASS Act. But in October, 2011, HHS Secretary Kathleen Sebelius announced that her department was halting implementation of CLASS since a way could not be found to make it self-sustaining. &#8220;Now we need to rely entirely on the private sector,&#8221; says Roeser, &#8220;but the government can still help by introducing new tax breaks or other incentives to make it easier for people to protect themselves.&#8221;</p>
<p>Both candidates have an equal opportunity to work with Congress to make it happen, Roeser asserts. &#8220;Both can and should state their intentions now and frequently during the campaign. Doing so can be good for the country, and who knows? It just might determine who makes it into the White House.&#8221;</p>
