The 100 business owners who are on the current High-Speed Rail track line will be present in solidarity to oppose the High-Speed Rail through Fresno.</p>
<p>These Fresno businessmen and women will be on hand to tell their stories at the press conference. These businesses have been neglected and abused by the City and County of Fresno as well as the High-Speed Rail Authority.</p>
<p>The lost revenue to the city and county of Fresno will be in the tens of millions of dollars. This is revenue that the city and county rely upon for essential services for all citizens. One business represented pays over a million dollars monthly in sales tax alone. Another Fresno business pays the county over a million dollars annually for truck licensing fees.</p>
<p>These direct losses of tax base do not include similar losses from each and every employer. The number of employees lost is another unreported issue. Many of the companies effected will be leaving Fresno altogether &#8211; many to other counties and several to other states. It will be nearly impossible to relocate these businesses to locations with similar freeway access inside of Fresno.</p>
<p>The displacement costs on top of the lost revenue will never adequately replace the active business dollars these businesses have built over generations of being in the right location. Eminent domain seizure of these properties is already planned by the High-Speed Rail Authority and the only recourse of these businesses may be a class-action lawsuit that could tie up the project for years.</p>

After 10 years of receiving police services from the Los Angeles County Sheriff&#8217;s Department, the Compton City Council voted last night to establish a new Compton Community Police Department and end its contractual relationship with the sheriff&#8217;s department.</p>
<p>Paul Edward, founder of Edward Professional Advisors and contributing author to the feasibility study that recommended the establishment of a community-based police department in Compton, says, &#8220;Last night&#8217;s vote was a giant step forward for the citizens of Compton. Our research clearly shows that cities with strong community-based police departments are better places to live and work. Police departments do more than impact crime levels. When managed properly, they can drastically improve the quality of life of the citizens they serve.&#8221;</p>
<p>Eric J. Perrodin, Compton&#8217;s current Mayor and a former Compton Police Department sergeant, cast the deciding vote after spending 30 minutes emphasizing the benefits of local governments controlling their dedicated police resources. &#8220;This is not about the sheriff&#8217;s department being bad,&#8221; said Perrodin, &#8220;This vote is about improving the quality of life for all citizens of Compton. I&#8217;ve always said that if we can afford it, we should move toward owning our own police department. I made that pledge as a mayoral candidate, and tonight I am proud to deliver on my promise.&#8221;</p>
<p>In 2008, Compton commissioned a study to examine the feasibility of establishing a municipal police department. Joseph T. Rouzan, Jr., former police chief of the Inglewood and Compton Police Departments, and Paul Edward, organizational psychologist and author, spent a year conducting the study. &#8220;In addition to conducting empirical research,&#8221; says Edward, &#8220;We spoke to community leaders and residents of Compton. Five key themes emerged: responsibility, accountability, stability, results, and respect. When we compared the quality of police services under the current contract with the sheriff&#8217;s department to what we projected the quality to be under a community control model, it was crystal clear that establishing a municipal police department was the best option for the citizens of Compton.&#8221;</p>
<p>Perrodin, responding to concerns about alleged corruption under Compton&#8217;s former administration, said, &#8220;There is a lot of confusion about us bringing back the old Compton Police Department. But let me set the record straight; tonight&#8217;s vote is about creating something new. Just like we are in the process of &#8216;Birthing a New Compton,&#8217; tonight&#8217;s vote is about creating a new police department that is accountable and responsive to our needs as members of this community.&#8221;</p>
<p>The Los Angeles County Sheriff&#8217;s Department provides contract law enforcement services to 42 cities in the Southern California region. When asked if he thought last night&#8217;s vote would spark a similar move among the other contract cities, Edward said, &#8220;As the mayor said, this was not about how well or how poorly the L.A. Sheriff&#8217;s Department is doing. The L.A. Sheriff&#8217;s Department is one of the finest law enforcement agencies in the nation. What our recommendation boiled down to was an indisputable fact: communities that have ownership of their law enforcement resources are better able to direct and deploy those resources where they are needed. Rather than being subject to the decisions of L.A. County officials several miles away, Compton police assets will be controlled by Compton officials. That makes a lot of sense on so many different levels. If other cities are leaning the same way and they can afford it, I don&#8217;t see why they shouldn&#8217;t at least explore their options.&#8221;</p>

Thus, a new pilot to provide mailbox-like safe drop-off sites, announced on 29 Sept, 2009 by Los Angeles County Sheriff Baca and mayors and councilmen and women from half a dozen L.A. County townships, joined by Narconon International. </p>
<p>The problem is serious. The number one rising trend in youthful drug use in the U.S. is in pharmaceutical, prescription and over-the-counter. Kids get some of these drugs from the internet but mostly from home &#8211; the medicine cabinet. But what about the environment? Flushing or dumping these toxins is not a good idea. However, says Mayor Judy Mitchell of Rolling Hills Estates, representing the South Bay Council of Government, &#8220;to prevent water and landfill pollution, we announce today a new way of disposing of prescriptions that have expired or that you don&#8217;t want anymore.&#8221; </p>
<p>The simple solution is to provide special &#8220;mail-boxes&#8221; to &#8220;drop off&#8221; drugs, which will be destroyed by the Sheriff&#8217;s Dept. (incineration, most likely). Even illegal drugs can be dropped off voluntarily. This will be piloted at first, said Sheriff Baca, at the Sheriff&#8217;s Office in the town of Lomita. Once the public show they support this, drop-off mailboxes across Los Angeles County will be provided.</p>
<p>Baca invited Teddy Chambers of Narconon International to provide a drug education and awareness back-up. &#8220;For this to work,&#8221; Chambers said, &#8220;children and parents will need to know about it. Narconon drug education lecturers, who present to tens of thousands of youth yearly, will describe this program and distribute flyers to get back to parents. We sincerely hope they will take advantage of this opportunity.&#8221;</p>
<p>&#8220;Not just young people have the misconception,&#8221; Chambers added, &#8220;that there are &#8216;good&#8217; drugs and &#8216;bad&#8217; drugs. Too many kids think that pharmaceutical drugs can provide a safe high. False, false, false. Scrips and over-the-counter are for specific conditions, specific dosages, specific amount of time. Abuse any of these and you may get nauseated, have seizures, become addicted, or even die.&#8221; </p>
<p>&#8220;It&#8217;s no longer necessary to have this accumulation of drugs in our medicine cabinets,&#8221; said Sheriff Baca. &#8220;They should be brought here safely, disposed of anonymously, and we will deal with them appropriately.&#8221; </p>

Honda has been appointed to the Sunshine Canyon Landfill Local Enforcement Agency (SCL-LEA). SCL-LEA is a recently created joint powers authority (JPA) formed in part to adjudicate operating issues surrounding the controversial urban landfill at Sunshine Canyon as they arise, while overseeing ongoing permit applications by owner-operator Browning Ferris Industries. Sunshine Canyon straddles a northern boundary of the City of Los Angeles and an unincorporated portion of Los Angeles County.</p>

Honda" />As SCL-LEA moves through the certification process and defines its enforcement methods, municipalities and state governments across the U.S. are watching closely.
